Mobile home rules divide owners over protection and intrusion

The Star reports on Illinois mobile home park rules under the 1980 Landlord Tenant Act. Residents cite safety and order, but others call the regime oppressive, with few homeowner associations forming nationwide as managers assert strict compliance or eviction.

Fear and silence in Sterling Estates mobile park

Residents refuse to join a tenants group out of fear of reprisals from park management led by Sterling Estates. An attorney for plaintiffs notes many residents know the Mobile Homeowners Act but still fear speaking up. The park’s owner and manager decline interviews as the case intensifies with a large class action.

Mobile Home Rights Act aims to guide tenants and owners

The Illinois Mobile Home Landlord and Tenant Rights Act of 1980 sets rights and obligations for tenants and park operators. An August 1993 pamphlet distributes guidance, but officials note inconsistent rollout across Cook, Will, McHenry, and Lake counties. Tenants can seek help from IMHA or the Mobile Home Owners Association of Illinois for mediation and recourse.
