The U S Department of Agriculture promotes durum wheat, also called macaroni wheat, as a dry country adaptable crop. After trials by Mark Carleton and others, the wheat yields bread quality, spurring large Northwest plantings and rising from millions to tens of millions of bushels. Millers initially resisted grinding the hard grain, but policy and farmer support pushed acreage up across arid lands, with hopes for an American durum bread industry and broader food security.

The passage explains fish cannot live in water deprived of air or in water from which air has been driven out. In a lake, if water becomes devoid of air long enough, fish suffocate and die, though a severe extended freeze could cause this in a small body of water.
