Wheat ruling changes need for substitutes in flour

Grocers promote the 50-50 wheat plan with cards and signage as U S Food Administration requires buyers of wheat flour to also purchase substitutes totaling equal weight. The rule lists corn meal, corn flour, hominy, oats, buckwheat, and other cereals, with exceptions for graham and whole wheat flours and taxed blends. Consumers must pick substitutes so their total weight matches the wheat flour bought, with guidance on how to use substitutes in bread, porridge, and other foods. Aimed to preserve wheat for allies, the plan is explained amid shopper questions and local notices.
