The Winnebago County court voided a school bond sale to a bond house for 34½ percent rate and legal costs without bids. If upheld, state taxpayers could save thousands by requiring competitive bidding and lower interest costs on bonds. The Taxpayers Federation pushes for bids, while the General Assembly has stalled on reform. We expect appeal to the Illinois Supreme Court.
The Winnebago County decision raises questions about bond sales by Illinois local governments without competitive bidding. The bond house fears an Illinois Supreme Court ruling upholding the decision could halt the practice statewide and block appeals. The case offers a tip-off to taxpayers to test the legality of noncompetitive bidding for bonds.
Illinois College of Agriculture plant pathologist M B Linn warns home gardeners to apply protective fungicides to stop losses from late blight. The disease starts as greenish black, water soaked leaf patches with gray downy growth on moist surfaces, spreading to fruits. Bordeaux or fixed copper sprays, Dithane Z-78, Parzate, and careful mixing for Bordeaux solution help control when timely applied.
The advice recommends buying fungicide from grain or seed stores and applying weekly to ten day intervals to wet all leaves and fruit. For row crops, about 200 gallons per acre are required. If late blight is present, spray every four to five days until the disease is controlled.
Agriculture expert Dick Carlisle cites Purdue tests showing a 1 inch sand bedding layer cuts shipping losses in half. Do not use cinder bedding for hogs as they ingest it and risk intestinal injury. Hog care differs by season with ice in hot weather and strict interior papering to block winter winds.
