Senate Provides Population Based Legislative House Under Shaft Plan
Iowa voters will decide December 3 on the Shaff plan which creates a two house system with the Senate based on population and the House based on area. Each Iowa county will have two representatives in the House, while the Senate will consist of 58 members with districts sized near 1/58th of the population and redrawable after each census to maintain equity. The plan preserves both population based and area based representation, though less populated areas may gain relative advantage. A Ruskin quote is appended.
