Primary Bill in Iowa Des Moines Letter by Shirley Gillilland
Shirley Gillilland argues for and against a statewide plurality primary in Iowa politics. He worries that a few populous centers and rail interests could dominate nominations, undermining local representation and the delegate system. He notes risks from saloon and railroad influence and emphasizes informed voters and county units. He closes with a cautious stance on the proposed reform.

The law requires petitions be filed at least thirty days before the annual meeting and bear the names of at least one third of district voters, so the board could not act.
