City council weighs water plan as they study Crooked Creek options. Deep spring fed reservoirs aim for high quality supply with minimal evaporation and no creek water. Dredging Crooked Creek, building a between station reservoir, wells, or a highway dam are rejected or considered with cost and feasibility noted.
