Parole Reforms Urged by National Board Head George Street
George Street, chairman of the National Parole Board, urged laws for parole-like control of all prisoners leaving jail, arguing such supervision boosts rehabilitation. He said a mandatory supervisory system is needed, and that many inmates could be managed in the community with tracking, counseling, and surveillance. He noted high recidivism among a small group and claimed parole is economically sensible, comparing costs of prison versus supervising ex prisoners.
