Icebreaker Louis S. St. Laurent to Visit Churchill
The 13,000 ton Canadian coast guard icebreaker Louis S. St. Laurent will arrive at the Port of Churchill in northern Manitoba on December 2 for a two day visit. Insurance Plan May Be Tested In Court
H. B. Vannan, chairman of the western advisory committee of the Insurance Bureau of Canada, said Manitoba's compulsory government automobile insurance plan will probably be tested in the courts on constitutional grounds. A Manitoba licensed company is expected to take the first action in the Court of Queen's Bench after consultations with seven constitutional lawyers. The case centers on whether a provincial government can take away a significant part of a federally chartered and licensed company's business. The NDP plan, to take effect next year, sets basic government coverage at licensing. The right to establish a crown corporation is not questioned, but the monopoly aspect is. No precedent exists since Saskatchewan's 1946 plan was not challenged in court, and any ruling would apply there as well.

Indian Killings Much Too High
Judge M A McPherson sentenced Charlie Stoney to five years for manslaughter in the death of George Machiskinic 16 of the Nut Lake Indian Reserve. He warned that crime among Indians is tragically high and that harsher penalties reduce killings while light sentences fuel them. The judge noted two additional non capital murder trials in Wynyard and urged concern for reserve youths.

The Quimet Report cites about 80 million dollars yearly prison operating costs, with 7,500 federal prisoners and 13,000 in provincial reformatories, plus municipal jails and 170,000 Canadians jailed annually.
