Manitoba budget debate ends with taxes and flood contrast
Parliament Hill notes conclude a weeklong budget speech debate. Expenditures rise about 14 percent without supplementary estimates, with total current spending near 1.2 billion and capital outlays around 400 million. Wages cash flow to utilities total 300 million, while the gross provincial product nears 7 billion with government cash flow near 2 billion. A zero per cent civil-service increase over seven years fuels concerns of over governnment and overtaxation. Taxes will raise about 40 million, with higher costs for tobacco, alcohol, diesel for farm use, and truck and large-car registrations. Fears about rising city violence surface as a Wolseley grievance discusses recent crimes and parole issues. Flood control progress is praised for Portage Diversion and Winnipeg Floodway, contrasting Conservative planning with the current administration. Road upgrades remain limited beyond the Trans Canada Highway, with No. 4 carrying heavy traffic to ski areas and Clear Lake. Premier Schreyer faces criticism for a salary formula seen as socialistic class warfare.
