The Panhandle South Plains Fair in Lubbock opens at 9 a.m. with a six day run expected to draw a record 250 600 attendees by October 2. Parade of Bands features 29 area high schools and six host city bands. Livestock entries include a record 516 swine and 236 cattle. A. B. Davis, fair manager since 1924, is hospitalized with a heart condition. Other features include Holiday On Ice on area school day with multiple shows, Rocket Belt demonstrations by Bell Aerosystems, and Gemini and Lunar Module models on display.
The Viet Cong reportedly shot two captured Americans Sunday morning in reprisal for South Vietnam's earlier executions of three Communist sympathizers. Radio Hanoi, monitored in Tokyo, identified the men as Capt. Humbert R. Versace and Sgt. Kenneth M. Roraback, though details varied in broadcasts and a Defense Department list.
Reports from Rawalpindi say Indian troops used tanks and artillery at the Fazilka front near Lahore but were repelled with 90 killed and 73 captured. U Thant says the cease fire line is not holding as both sides stall on troop withdrawals. China warns India after anti China protests in New Delhi and demands removal of alleged military outposts.

Dominican authorities report one man killed and at least seven wounded in drive by gunfire during protests as former President Juan Bosch returns to Santo Domingo. Bosch, not a candidate, urged US compensation as crowds gathered amid military tensions and rumors swirled of clashes and potential leadership shakeups.
Li Tsung jen former vice president of Nationalist China who defected to the Communists claimed in a statement at a Peking news conference that the United States asked him in 1955 to overthrow Chiang Kai shek. He said he rejected the coup plan. The New China News Agency distributed the statement to 300 reporters at the conference.
A 1955 report cites Li as saying a Republican in Washington proposed U S backing to topple Chiang Kai-shek and place Li in power through a coup in Taiwan Formosa. Li, living in the United States since 1950, reportedly rejected the plan amid defection notices and later served as vice president under Chiang before 1954.
President Johnson declared Mississippi a major disaster area due to hurricane Betsy damage. Acting press secretary said federal relief is authorized after Gov. Paul Johnson requested aid. Property damage across the state is estimated at 85 million dollars.
A one year old Shallowater boy, Michael Menton, was injured Sunday at a busy shopping center in Lubbock after stepping into the path of an oncoming car. He is listed in fair condition after surgery at Methodist Hospital for severe lacerations to his lower left leg. Patrolman G V Davis said the child moved from behind a parked vehicle into the street.
The House opens debate on DC home rule with a mayor and city council elected by residents, plus a non voting delegate in Congress. Congress retains power to repeal or override, and the President can veto acts. The issue has racial and constitutional dimensions and has surfaced repeatedly over 16 years.
Secretary of State Dean Rusk arrived in New York to meet Soviet Foreign Minister Andrei Gromyko at the United Nations session. He planned to see as many of the 90 foreign ministers as possible over two weeks, with first talks possible this afternoon amid strains from Vietnam and disarmament debates.
