A federal guarantee loan program foul up disrupts tuition funding for thousands of college students nationwide. Schools rush to arrange deferred payment plans as loans are delayed and eligibility rules shift under the June changes to the Education Act Amendment.
Henry Kissinger met Soviet leaders on the first day of a Moscow trip to discuss Vietnam arms limits and trade. No details were released on participants or topics. John Negroponte said the war must end to avoid an impasse as Paris talks continued.
The Democrats say five men arrested at the Democratic National Committee headquarters were paid secret agents of the Nixon re election campaign. Maurice H. Forty seven people were arrested in the largest alien smuggling operation in the border city opposite San Ysidro. Authorities said 44 were from Guatemala and El Salvador, with 275 forged U S immigration cards and numerous counterfeit passports seized.

Dallas police say a 28 year old ex convict arrested after a high speed chase in an Irving washateria is a prime suspect in the Dixie Mafia slaying of Stanley Lee Cook and possibly four other murders in the Dallas area. Detectives note potential ties to the August suffocation of pregnant Mrs Jeanelle Marshall and other disappearances.
Panama's Assembly of Community Representatives condemned the United States payment of 1.93 million annually for canal use. Dawn a tropical storm lashed the Atlantic with winds up to 45 mph as it neared the northeast Florida coast. At 11 p.m. it lay about 340 miles east of Jacksonville near 30.1 N 76.0 W and moved westward at roughly 10 mph.
