In Beijing tens of thousands gathered along major streets to mourn Mao with white flowers. Police with black armbands stood at intervals while access to a hospital was restricted to official cars, suggesting Mao's body may have been moved there.
City council voted to raise the ad valorem tax rate by five cents to $1.41 per $100 and add 50 cents monthly to residential garbage fees. Mayor Pro Tem Dirk West dissented saying any increase is unpalatable and tied to reappraisals.
A Pacific cold front brought showers and a surge of cool air to the South Plains. Lubbock tied a 47 year low record for the date at 65 degrees just after midnight. Rain diminished across West Texas though isolated downpours persisted.

Rock promoter Win Anderson warned of a pirate operation selling 70 000 fake tickets to a large outdoor concert near Steiner Ranch. He said the mass counterfeiting could threaten the music industry and called for legislation while noting over 100 000 attendees and only about 28 000 tickets sold at Mayday outlets.
Democratic Party Chairman Calvin Guest predicts Carter will win Texas in November with a roughly 55 to 45 split. He cites rising Republican interest as beneficial to the party and urges unity, speaking after a West Texas meeting with about 50 supporters. Guest eyes the Fort Worth convention and a contested chairmanship race with John Henry Tatum of Tyler.
Lubbock County officials push to expand the Health Sciences Center Hospital district beyond its borders to widen the tax base for a $22 million facility. Policies would require nonemergency patients outside the county to pay upfront or have their home counties or Texas Tech cover indigent care costs. Expansion aims to include 116 counties in NM and TX, with most patients from the surrounding 22 counties, and requires legislative approval.
