Rep George Mahon of Texas warned of a possible federal tax increase in 1967 as expenditures rise for the Viet Nam war and domestic needs. He urged the President and Congress to hold spending and noted a tax rise may be necessary if red ink continues. The remarks came at the Chamber of Commerce banquet in Municipal Coliseum, with about 650 attendees and delegations from several local towns. New officers were installed for 1966-67 led by Lennis Baker. other officers include Dr O Brandon Hull Loyd Lanotte and Dr W M Pearce, with Clem Boverie Harold Chapman and others as directors.
President Johnson and Pacific allies proposed a six month troop withdrawal from South Vietnam once the North stops fighting, outlining a six point program for ceasefire, territorial integrity, reunification by free choice, internal problem resolution, removal of Allied forces, and outside violence cessation. Luna 12 went into lunar orbit Tuesday night as reported by Jodrell Bank in England. Sir Bernard Lovell said the craft was transmitting telemetric signals, not photographs, and entered orbit at 8:47 p.m. GMT. Speculation grows that Luna 12 may bear cameras to map landing sites, a feat US Surveyor missions have achieved.
The Soviet news agency reported from Peking that Chinese Red Guards demand a constitutional revision to enshrine Mao Zedong thought and require all citizens to study Mao’s works.
New York court upholds civil contempt conviction against Rep. Adam Clayton Powell for willful failure to obey a court order in a 1963 libel judgment. He is fined 250 and sentenced to 30 days. he must appear by November 3 for a financial examination. Esther James sued Powell for defaming her.

Dimmitt residents voted 512 to 243 to defeat a $2.4 million electrical board bond aimed at creating a city owned power and light company. A total of 774 ballots were cast, city manager E. B. Noble reported. The city now buys power from Southwestern Public Service.
The FTC finds summer price hikes in bread and milk due to higher farmer payments plus wider margins for processors and retailers. Preliminary 10 week findings show July to September bread up 7.5 percent and milk up 7.8 percent, about double farm price advances. The report notes processors increased margins in some areas after previously low margins. About 1,000 store operators in Miami heard that they are middlemen caught in a wave of housewife boycott pressure.
