Reported at the state Farm Bureau convention, plans to raise cotton taxes were vetoed amid discussion of agricultural policy. Delegates anticipated continued lobbying as the event closed, with emphasis on sustaining farming interests in Texas.
President Johnson endured throat and midriff surgery at Bethesda Naval Hospital and recovered quickly, remaining restless at times as doctors ordered quiet. Surgeon Dr James Cain reported the president was doing extremely well and expected to leave soon, with a visit planned from former President Eisenhower.
In a new book by Tristram Coffin Fulbright is depicted as fearful Johnson would reject a Vietnam settlement until he changed Asia for posterity. Saigon sources say most South Vietnamese troops will shift from combat to a large pacification drive beginning next month. Up to 175,000 regulars slated for retraining by July 1967 to protect development cadres and win peasant support while U S troops provide backing. Crack units will retain shock roles but may receive pacification training later. An estimated 150,000 local guerrillas are cited.
