A formal 20 percent fare increase request is to be heard by Lubbock City Council with potential automatic rise before year end under a city transit contract. Federal approval still governs price changes, and the action follows a council work session on transit fares and a pending garbage service charge.
The Senate passed a 1.1 billion economic aid measure by 61 to 23 after rejecting amendments to raise funds and ease lending rules. Military aid of 1.2 billion remains pending as the House moves to maintain aid at current levels until regular appropriations are set. Rosenberg resident Charles Lowe Snell aged 32 was indicted by the Fort Bend County grand jury on 130 charges including one felony theft count 28 forgery counts and 101 bad check counts. State Court Judge T M Gupton set total bonds at 392000.

Lub bock detectives arrest 12 people in a southwest duplex raid believed to yield methamphetamine and multiple firearms. Three arrestees were found armed, including a 21 year old with a 29 caliber pistol. Officers seized a .22 rifle, several firearms, needles, syringes, and about a dozen bags of drugs as investigators processed the scene.
United Press International reports in Houston that a 27 year old man George Whittington is charged with murder after a traumatic night in a Louisiana highway pickup house. Five teens were involved with one drowned in a bathtub and another strangled at a closet door. Robert Davis 16 escaped to summon help. Eddie Beat 18 was found face down in a tub. The other youths were heard screaming as police entered. Whittington had been released from a mental hospital years earlier. The investigation notes no narcotics found in the residence.
Washington reports indicate Agriculture Secretary Clifford M. Hardin plans to leave the Nixon administration soon. Hardin, 56, avoided questions on return from Turkey and family departure from Andrews Air Force Base. White House officials would not confirm his resignation and denied a successor name. Critics cite low grain prices and farm sector tensions, despite record corn yields. The administration announced plans to sell nearly 1.36 billion dollars of corn and feed to the Soviet Union to counter prices. Hardin, a Knights Town Indiana native, was a dark horse choice for the post.
The Dow fell 11.76 points to 826.15 amid doubts about Nixon's Phase Two program and global monetary issues. Analysts cited investor confusion over policies and wage controls without retroactive raises, adding to a volatile trading day on Wall Street.

The Fed cut the discount rate from 3 percent to 2 3/4 percent effective today. The move aligns the rate with lower short term borrowing costs after reductions in prime rates by large banks and a floating prime rate adopted by several lenders.
Fair conditions persist in Lubbock and nearby areas with a steady temperature pattern through Friday. Highs expected in the middle 60s to 70s and nighttime lows in the 30s, light southwest winds around 10 mph.
