The House first backed an amendment to expand the Senate from 31 to 39 members and submit it to voters on Sept 7. It then rejected the four year term plan 89 to 51. After reconsideration, the term proposal passed 108 to 37.
The House Agriculture Committee opened a lengthy discussion on skip row cotton planting as it weighs new legislation to take effect next year. Under skip row practices a farmer yields more per allotment by planting intermittently, a point stressed by undersecretary Charles Murphy who noted higher per acre returns but cautioned against undermining efforts to reduce production and costs. Debate featured Rep. Maurice Doke attacking the climate of threats on the House floor and support from Rep. W. R. Poage for the practice, with others weighing potential acreage allotment adjustments and broader legislative impacts.
A line of damaging storms with winds and baseball size hail carved a 300 mile path across North and East Texas, hitting Wichita Falls Tyler Greenville Bowie Henrietta and nearby areas. Roofs autos and windows suffered, crops especially wheat were hit hard with losses estimated near 34 million in the Wichita Falls region. For the first time in a month no U.S. Marines or paratroops were fired on in the 24 hour period ending midnight Wednesday. The OAS disclosed the U.S. has provided 6 million dollars to pay government salaries on both junta and rebel sides.
In Town Inn briefing leaders from Lubbock and Plainview urged immediate action on mental retardation. They cited more than 5 000 affected in the two cities and pressed for diagnostic centers better teachers smaller classes sheltered workshops counseling services and early employment programs. The report delivered to Mayor Tidmore and the City Council will go to Austin for a statewide plan.

The Dunbar High School nine held its commencement exercises on Thursday as top student Miss Anderson, a straight-A pupil for six years, led the class. Mise Steer and McNeil also ranked high while seniors from Lubbock High and Lubbock Christian Calley joined the Monterey seniors in tallying honors. The event featured notes of Tech and Texas themes in a regional context.
