After months of talks two cities finalize a payment plan for the Canadian River dam project. The formula sets water rates and shares, with Lubbock at 42.5 percent and Amarillo at 62.5 percent, totaling 100 million.
Leftist crowds estimated at 100000 surrounded Japan's Diet building to protest Prime Minister Kishi and U S security pact while opposition called for cancellation of President Eisenhower's upcoming visit. Embassy rattling demonstrations followed, with police reporting mass participation across Japan in anti pact protests.
City Commission authorized water and sewer extensions to three annexed areas James Heights Martin Ameen and West End Addition and approved street lights in West End. Paving contract awarded to Lubbock Pavers for 50th Street and Quirt Avenue with bids led by $86,497. several rivals listed. Also notes a church bid on well stands and roads in sand Hills area and a Caribbean youth congress advisory.
Soviet Foreign Minister Andrei Gromyko denounced President Eisenhower's Open Skies plan as spying and warned it would ruin relations. He blasted U S claims of U-2 espionage and noted a Security Council vote rejecting condemning the flights, arguing U S aggressor aims threaten world peace.
The House approved a 1.3 billion school construction bill with an antisegregation amendment by 206 to 189, risking Senate acceptance. The provision bars funds to schools defying court integration orders, a point likely to divide Southern senators in conference. The Senate passed an 1.8 billion bill allowing teacher salaries and construction with a 162 to 97 vote, amid party splits and procedural shifts.

In Reno Nevada an aggrieved man sought help after his car keys vanished. A parking lot attendant lent a tool to pry a window hoping to recover the keys. Both the attendant and the thief Samuel Combs of Owensboro Kentucky expressed anger over the incident.
Lubbock's 857 graduating seniors will participate in ceremonies tonight at Monterey, Dunbar, and Tom S. Lubbock high schools. Student speakers from each school were chosen for leadership and oration with five minute talks. Top honor students will be announced at each program. Monterey plans a theme Unto As Much Is Given with Wayne Cobb John Hammett Ayn Rhea Pat Holt and Ellis Langston as speakers. Bob Tate serves as master of ceremonies.
A car struck a massed high school band in a Pawaska parade causing injuries to 13. Police say the driver George Pelletier 62 claimed a stuck accelerator and was jailed on a drunken driving charge. Governor John Reed witnessed the crash and described a chaotic scene with band members tossed aside.
