Ike urges clear authority for vice president in disability
Former President Eisenhower told the National Conference on Presidential Succession that a vice president should have explicit power to assume duties if the president is physically or mentally disabled. He backed empowering the president to appoint a new vice president and to use expert medical and psychological advice to judge capacity. He recalled three personal health crises and warned there must always be someone at the helm in emergencies. He cited proposals to elevate cabinet members in the line of succession and to constitutionalize the president's ability to delegate powers to the vice president during incapacity.
