Goddard told the Senate subcommittee the Drug Abuse Control Act allows the government to confiscate all LSD supplies not used by legitimate researchers. He warned against new laws making possession illegal, saying it could criminalize tens of thousands of college students.

Police probe follows death of 18 month old Maryland Evans after brain concussion surgery. Two girls ages 10 and 12, held by city juvenile authorities, allegedly spanked the child with a belt and ruler after leaving her with a babysitter the previous day. The mother reported bruises and a missing period before discovery. The pair are to be turned over to county juvenile authorities.
The airlift bringing 21,474 Cuban refugees since December 1 was interrupted as government-chartered planes returned empty on Monday. U S officials said they are seeking to determine the problem behind the shutdown of the two-weekday flights.
