Elopements in Moscow Stalled by Cooling Off Periods
In Moscow the elopement and quick marriage dream is checked by a mandatory waiting period. A license waits six to eight weeks for the ceremony, with officials citing a need to prevent ill considered unions. Even so private instructions delay weddings by nearly two months. The result is a restrained marriage pace and a lower divorce rate, now 1.5 per thousand versus 2.2 in the United States.
