The House and Senate agreed to scrap Texas poll tax but with differing timing. The vote was 109 to 26. A conference is asked to resolve House and Senate demands on when the ban takes effect and how registration fees are handled.
Thunder showers drenched the South Plains with light to moderate rain and hail while a small tornado touched down east of Lovington. A tin building was toppled onto Highway 83 near Lovington Denver City, and two utility poles fell across the highway. Rain totals varied from trace to about half an inch across the region, with several towns reporting quarter to half-inch amounts and hail in places.
Reporters describe a global broadcast mishap during Gordon Cooper’s space flight as BBC in London and networks in France Belgium and West Germany failed to relay the dramatic moment. The House approved a two stage raise to a record 309 billion dollars, 913 to 204, sending the bill to the Senate. A 222 to 195 vote defeated a bid to keep the ceiling at 305 billion. The bill follows day long budget debate as Mills warned spending would not stop immediately.
