The City Planning and Zoning Commission in West Lubbock deadlocked after an hour of deliberations on where to place a new shopping center. They recommended annexed land between 34th Street and Clovis Road be zoned R-1 but split 4-4 on sites at 4th Street and Slide Road or 10th Street and Slide Road.
