Shivers Challenges Briscoe on UT Building Plans
Former Texas governor Shivers argues that Governor Briscoe and the State College Coordinating Board cannot block UT campus construction. He asserts UT may proceed with a 5 million law school expansion and a 33 million fine arts center, funded from the Permanent University Fund, despite vetoed riders in the budget. Shivers says constitutional authority and long-standing practice support UT funding and projects, and he anticipates regents actions on planning and budgeting in coming months.
