The apparent low bid of 3,085,345 for completing 6.8 miles of Loop 289 from University Avenue west to Spur 327 was tabulated by the State Highway Department. Bidder Henry L. New Plant Expands Reclaimed Water Capacity in Lubbock
Construction is under way on a $2.5 million upgrade to Lubbock's water reclamation system. When finished next April the plant will boost treatment to 3 million gallons per day and serve the city beyond 300,000 population. City engineer Willie Watson notes the upgrade uses activated sludge to improve solids removal. By contrast the old plant is described as a filtering operation.
