The Soviet Union refuses to meet the British Commonwealth mission led by Harold Wilson and including leaders from Ghana Nigeria and Trinidad and Tobago to discuss Viet Nam peace. Kosygin says talks require Vietnamese consent and end of U.S. intervention, dimming the mission's chances.
Secretary of State Dean Rusk warned that casualties will mount in the brutal war in Viet Nam. He said the Communists seek military victory, not peace, and that negotiations are useless while the Reds remain determined. The State Department noted Moscow refused to accept a visit by the British Commonwealth Viet Nam peace mission led by Harold Wilson. President Johnson also nominated William F. McKee to head the FAA and David D. Thomas as deputy administrator.
AMA delegates studied compromise on whether to urge doctors to boycott Medicare. The House of Delegates failed to finish considering high level committee recommendations after 80 witnesses over two days. They still faced floor action as Congress debates Medicare.
