Summer officially begins as daylight reaches 964 minutes. In Texas, spring ends with storms and torrential rain across the south, while Lubbock records a 88 degree high and 90 percent humidity amid sultry conditions. Page 10.
The House passed a 10 percent income tax increase and a $6 billion spending cut by a 268-150 vote. President Johnson hailed the move as essential to fight inflation and defend the dollar, as the Senate prepared to vote and send the measure for his approval.

Hugo Vihlen completed an 81 day voyage in a small sailboat named April Fool from Africa to Miami Beach. He arrived as rescue boats and a search fleet scoured the Atlantic for him after he vanished briefly earlier. His wife Johnnie was aboard one of the search vessels when the craft reached the Miami coastline.
Graceville police say Joseph E. McCants, a saw mill worker on furlough from a mental hospital, shot Patrolman Horace Patterson then took a 3 year old child hostage before the boy Francis Lee Fortune was found dead. McCants was captured in an Alabama forest after wrecking cars and robbing people. He faced murder and robbery charges.
The Associated Press reports Texas House members voted 94 to 56 to raise the state sales tax from 2 to 3 percent and raise auto sales tax to 6 percent. The bill also requires trading stamp companies to turn over seven years of state proceeds from unused stamps. Senate action not until Monday. Lt. Gov. Preston Smith noted possible Senate backing.
A two unit diesel locomotive derailed east of Kinsley Kansas, sprinting through 98 miles at high speed after an open switch. The unmanned engine rolled toward Hutchinson, narrowly missing pedestrians and cars before blazing along the Santa Fe branch line. Brakes smoked and sparked, igniting grass for miles as roadblocks were set and authorities pursued.
The Zoning Board of Adjustment approved a variance for Dr Myron Mattison to build a six story high rise clinic at 621 2nd St despite earlier denial. The board voted split on reopening the case noting land change due to new site features and required setbacks.
