City officials report about 60 percent of homes reroofed, with four out-of-town contractors aiding local crews amid shortages of shingles. Downtown businesses and a new elderly housing project were heavily damaged, delaying progress and occupancy.
President Nixon ordered an immediate 60 day price freeze on all retail goods including supermarkets with farm products exempt from rent. He urged Congress for flexible authority to control exports especially food, while announcing tougher measures under Phase III to enforce compliance and audit firms raising prices beyond January ceilings.
