On the anniversary of the Tangshan quake observers report divergent views. NCNA describes Tangshan as lively and vigorous with ongoing rebuilding while travelers and foreign papers depict widespread destruction, rubble shelters, and scars from the disaster.

Northglenn Colorado plans a $31 million city water and sewage system to borrow irrigation water, use it in the city, treat it for irrigation, and return it to Farmers Reservoir and Irrigation Co. with a 10 percent water bonus. The plan targets 8,000 acre feet yearly and would irrigate about 16,000 acres while saving fertilizer costs for farmers.
