Lubbock officials reviewed two tax areas as hearings continued on property reappraisals for city and school taxes. The board adopted a policy setting $1,000 per front foot as the downtown high with 20 percent corner premium, expanding land value ranges from $50 to $1,000 per front foot and flattening Ehrenberg peak figures to cover more area.
The United Fund executives announced John Dalgleish has resigned effective immediately and the Executive Committee accepted it. Mrs. Nelda Coats will serve as interim director until the Board acts on the resignation and interim appointment. Dalgleish arrived in Lubbock on July 8, 1963 from Lake Charles Louisiana.
The Senate passed a cold war GI bill of rights with 69 votes, offering monthly education allowances and loan benefits to post Korean veterans. The measure covers service from Jan 31, 1955 to July 1, 1967, with 180 days of active duty required for eligibility and a 36 month education allowance limit.
The House informally approved a billion-dollar annual military pay raise, with officers set for 7.2 percent and enlisted personnel averaging 10.7 percent. Some amendments to boost lower ranks failed, and the measure would apply to base pay only, not allowances. A formal vote was expected today to pass the bill.

Senator Javits unveiled a plan allowing voters to decide if one house of a state legislature could be apportioned for reasons other than population while keeping Supreme Court oversight. Senator Dirksen rejected that language saying it would send the issue back to the courts and warned of possible committee ties.
Javits outlines a constitutional amendment proposal with Supreme Court jurisdiction over reapportionment retained. He says provisions would prevent racial or color discrimination and permit factors beyond population to be considered. Police halted an assassination plot directed at U S Ambassador Maxwell D Taylor and South Vietnamese leaders minutes before the rally end. Four suspects were arrested including two teenagers. The report also notes U S Coast Guard patrol boats deploying at Da Nang and renewed action by the Big Red One near Bien Hoa with casualties.

Speculation in Washington Monday linked Secretary of State Dean Rusk to the UN ambassadorship left by Adlai Stevenson and suggested Robert McNamara might succeed Rusk. White House and State Department officials denied any supporting information. A congressman said Rusk may want the UN job, less demanding than his current role. James L. Greenfield stated Rusk had had no talks with Johnson or others about Stevenson’s successor.
