Gov John Connally said a special Texas legislative session on auto insurance rates is unlikely after receiving a request from Port Arthur lawmakers. The state approved about a 20 percent rise in average auto policy premiums effective Aug 1, with other lines up 13.4 percent, yet Connally cited weak support for tougher safety laws and noted past inaction on driver training, licensing reviews, and traffic courts.
The Senate approved allowing retirement at age 60 with two thirds of the 65 and over Social Security rate, while rejecting a financed unlimited hospitalization plan. A 120 day hospitalization limit remains, covering about 98 to 99 percent of elderly hospitalizations. Conference talks will reconcile with the House version as passage is aimed for Friday.
Clyde Beatty famed wild animal trainer, 63, remained in critical condition at Memorial Community Hospital after admission Tuesday night with illness listed as pulmonary embolism though his wife says cancer is the underlying cause. Beatty, a Bainbridge Ohio native who ran away at 15 to join circuses, survived numerous close calls and a 1952 lion attack, returning to the ring in April at Long Island before a hemorrhage prompted his retirement return.
School trustees study a new professional personnel salary schedule costing about 9.75 million for the 1965-66 year. The board approved the teachers' section and delayed action on salaries for nearly 100 principals and other administrators to a Friday meeting at the Plainsman Hotel. The plan would raise total professional pay to 9,743,155 with 1,538 staff affected.
Prime Minister Harold Wilson sent a special envoy to North Viet Nam to prepare a new initiative on peace negotiations, a report said Wednesday.
Taxpayers pressed the city school tax office about new property valuations while a Citizens Advisory Committee reviews the reappraisal program. E. W. Williams Jr. sets a Friday 8 am session to draft a final report for the City Council and school board.
By Dave Knapp unexpected turnout of several hundred people greeted the Lubbock legislative delegation at a two hour Chamber of Commerce reception in Kokomo Palace. Lt Gov Preston Smith Sen H J Doc Blanchard and Reps Bill Parsley Reed Quilliam Delwin Jones and their wives were honored along with chamber president George C Wilson. The event aimed to laud the lawmakers for their work in the 59th Legislature and showcased broad support from area residents. The delegation appeared surprised and gratified by the turnout saying it underscored West Texas growth and value of their efforts.
A Panamanian ship and the Chinese freighter Tai Yuin collided about 15 miles east of Shimoda, 100 miles southwest of Tokyo. One crewman on the Chinese ship died and another was seriously injured, according to Japan's Maritime Safety Agency. The Cosmos Betelgeuse, 7,247 tons, and the Tai Yuin, 2,313 tons, were involved.
A red haired Springfield woman Shirley Corbin 33 and her 12 year old son Clinton feared abducted by two ex convicts after a bank robbery and deputy sheriff killing near Springfield. Suspects Bowles 24 and Gray 30 released within 10 days were sought as photo bulletins circulated along highways. Deputy Charlton E Smith 33 was killed in a separate Springfield exchange of gunfire five miles from the Corbin home. The suspects fled city area toward Santiam Pass as 100 officers searched forest roads and roadside stores for the missing pair.

Raymond E. Garlin, a Texas Tech education professor with 47 years in teaching, receives a farewell plaque during his final class with Education 5351 students. The gathering in the Union included coffee and doughnuts, and Garlin called the recognition a pleasant foolishness and a reward for helping people along.
