Draft Law Allows undergraduates to defer to finish studies

A proposed law would let an undergraduate student defer enrollment to complete courses without needing to remain in the upper half of the class. Deferment lasts until degree completion, age 24, or withdrawal, after which the student returns to the age group. Graduate entrants could defer for one year, with further limits on doctorates. The plan includes a broader national nursery system and requires congressional approval for any switch in administration.
