Carter orders tighter controls on nuclear technology sales

President Carter directed stricter controls on nuclear technology and materials, delaying an overdue uranium shipment to India. Officials said no new order to delay was issued, while a review of overall policy to curb arms proliferation proceeds with a Harvard energy-policy expert likely to head it.

John Gillas a tenor and director of the Texas Tech University Music theater presents a recital at 8 15 p m February 5 in the new Recital Hall University Center Music building. He will perform a program of western world pieces including Salve Regina Kilpinen songs songs from Lieder der Liebe Spielmanstieder Lieder um den Tod two William Blake settings and Irish spirituals. He studied at Indiana University and abroad in Italy and Europe noting his Fulbright year in Italy in the 1960s when he shifted from baritone.

Plane lands on car on Capitol Expressway

Jim Allen, an electronics assembler in San Jose, was driving home when a single engine plane landed atop his car.
