The U S Supreme Court refused to stay a federal panel ruling striking down Texas primaries filing fees as unconstitutional. The three judges Homer Thornberry Sara Hughes and William Taylor in Dallas had previously found the fees unlawful. Texas Attorney General Crawford Martin warned the ruling could wreck primaries if new funding methods cannot be arranged in time.
A split Lub bock City Council approved first reading of an 8.6 per cent electric rate increase proposed by Southwestern Public Service and the city Electric Utility Board. Staff cited federal price guidelines showing only 4.5 per cent justifiable. A special utility board meeting was set to review the issue as Council also advanced elections, annexation hearings, paving plans, and bond sales.

Four Midland teenagers died when their car collided with a Texas and Pacific freight train about 100 yards west of Midland near U.S. 80 and Bankhead Highway. Victims were Rebecca Brown 15 Valerie Brown 17 Laura Vian Pett 16 and James Albert Mecfargue 22. Bodies were badly mutilated, hindering identification.
Investigators believe Miss Brown’s car stalled on railroad tracks as a freight train moving east toward Big Spring approached. The collision occurred near Industrial Avenue, with the right side of the sedan badly damaged and the car pushed along the tracks. The train engineer, not identified, said brakes were applied about 400 feet from the crossing as the fatal crash was recorded around 7:22 p.m. Eye witnesses and recovered pieces suggested a sudden impact before the train passed.
