Tshombe Placed Under UN House Arrest In Elisabethville

Katanga President Moise Tshombe called off his war against the United Nations and signaled peace with the Congo government but warned of a scorched earth policy if Kolwezi was attacked. The UN announced his house arrest at his Elisabethville palace as Thant demanded surrender of Kolwezi. In Kasai, rival tribesmen clashed with at least 370 killed as UN troops reassessed deployments.

Judge Rules County Commissioners Control Disbursements

Judge Victor H Lindsey ruled the Lubbock County Commissioners Court holds final say in how county funds are disbursed. He limited the county treasurer's signatory power and ordered the court to choose between two satisfactory methods for paying warrants and checks. Kennedy Wins 88th Congress Victory on Rules Committee Size
