Gen. Robert J. Cushman Jr. says the Marine Corps must attract qualified recruits and ensure fair treatment for Negro Marines. He notes only 1.25 percent of officers are Black and pledges leadership improvements at squad and company levels while preserving discipline.
Peace Corps plans to cut its active volunteer force by about half and end programs overseas if Congress does not approve funding. About 7,100 volunteers would be reduced from 8,000, with many training and overseas posts canceled as a funding gap persists after the House approved 82 million but the Senate stalled. Blatchford, head of ACTION, ordered a halt in new signups and directed preparations to implement mid February plans to remove 4,000 volunteers currently on duty while applications continue to be accepted.
