New York City Decentralization Plan For Schools
The New York City School Board votes a tentative plan to decentralize control of the 1.1 million pupil system, creating 33 elected neighborhood boards while the central board retains budget and contract power. Local boards would hire and fire teachers with oversight, and high schools would remain partially centralized with regional councils. The plan requires hearings, Regents approval, and new legislature action before 1970.
