Speaker designate Thomas P. O’Neill predicts a period of peace between the new Congress and President-elect Jimmy Carter but warns sustaining it will be difficult. He cites Carter's unknowns to Congress, discusses proposed reorganization authority, and notes timing issues with House committee appointments.
Rhodesia conference chairman Ivor Richard ruled out direct British troop involvement as Britain weighs a possible mid transition role. Ian Smith criticized progress and warned the conference may stall without a breakthrough. Richard plans a three to five week Christmas adjournment while Kissinger and Croshind discuss a resident British commissioner and defense ministry control as a compromise.

Hawkins leads a revision of the Civil Rights Act as women’s groups, labor representatives, and major organizations map actions to counteract the ruling.
CDC funded surveys of 1,513 in October and 1,464 in November show private physicians mostly oppose or hesitate to endorse the swine flu immunization program. Most Americans learned about the shot from newspapers or TV, not from their doctors, with only 12 percent and 25 percent respectively citing physicians as their source.
