A massive storm snarled the Eastern U S, burying highways in Ohio Michigan and Pennsylvania while sweeping through Maryland and New Jersey. More than 35 000 people were stranded as power lines fell and schools closed. Two people froze to death in southwest Virginia as snowfall reached 18 inches or more in several areas. National Guardsmen aided rescues and road clearings amid forecasts for continued snow. The Detroit News halted publication as delivery became impossible.
The Lubbock Goodfellows aim to provide Christmas for all city children. Costs per child have risen from about 1.35 to potentially 2.00 dollars per sack. They seek lists of city children under 14 who may be missed by other Santas and include a coupon in today’s edition to help.

Voting was extended to maximize participation as up to 120,000 miners in affected areas faced heavy snowfall. More than 600 miners failed to vote.

A gunman forced entry into Glen R. Mills home in Plainview around 7 p.m. and bound him with electrical tape after stealing about $2,000. Mills described the suspect as a blond mustached man in his mid-20s, six feet one inch, around 190 pounds, driving a white Ford Thunderbird possibly south on FM 400. Police sought the intruder who fled in the old model car and had not been caught by late Monday.
President Ford announced terms of a U.S. Soviet arms accord allowing up to 2400 missiles or bombers per side with up to 1320 missiles per country capable of multiple warheads. He said the deal would cap future buildup, avoid a renewed arms race, and requires a detailed agreement later. Ford noted defense budgets will rise to maintain parity and discussed Middle East negotiations and domestic economic focus.
