Harriman headed the Moscow negotiating team and invited lawmakers to a briefing on the test ban treaty. About 20 to 60 attendees, split roughly evenly between Republicans and Democrats, witnessed a tense exchange with Rep. John Pillion who pressed Harriman on concessions and political implications. Pillion later called Harriman’s outburst extraordinary and noted tension over the treaty as a step toward arms control.
