A House Armed Services subcommittee blasted Robert McNamara's plan to replace manned bombers with missiles. The 465 page report from secret hearings urges an amended National Security Act to require Congressional input before eliminating major weapons systems, and proposes advance warning triggering a legislative review. The panel targets the B52 and B58 fleets, with 600 B52s and 80 B58s cited.
The Associated Press reports a violent weekend with 33 deaths in Texas as heavy rain flooded East Texas. Drownings, flood wrecks, and a string of traffic and boat accidents spurred a grim toll. Floyd Longview area drownings included Minnie Arceneaux 41 and Robert Gold 43. Helen Nadine Knight 21 and Elizabeth Carey 0 were among others. A Marshall motor carrier Elizabeth Carey drowned when a flood weakened bridge collapsed. Two missing in Reeves County boating accident on Red Bluff Lake were not identified.
Blinding rains up to 17 inches turned rivers deadly, isolating three East Texas towns and causing over 1 million dollars in damage. At least 15 people died in accidents blamed on the storm as floods washed out roads and bridges from Longview to Red Bluff Lake and beyond.
Lubbock burglars struck a local grocery store and absconded with a safe containing about 250 dollars. The incident appeared on page 8 with details in section A.
A premature mine explosion in a market basket cut a woman in half early today in Cholon Saigon. Police say the victim may have been a Viet Cong liaison carrying the device to terrorists and several houses were damaged by the blast.
Capt. Max F. Cameron of Sanford North Carolina and Capt. Robert E. Blake of Presque Isle Maine led a five minute dogfight as four FAC Phantoms and four F105 Thunderchiefs supported a strike on the Ba Giang bridge near Hanoi. They scored Sidewinder and Sparrow hits on two Soviet built MIG17s, which crashed, with one pilot witnessing a jet dumping parts before impact. The flight returned to base after confirming no other enemy jets remained.
The Tass news agency reported an earthquake measuring 8 on the Soviet scale struck the foothills of the Caucasian Mountains in the Kusarsk district of Azerbaijan. No further details were available.
The New York Newspaper Guild went on strike against three merging Manhattan dailies as talks faltered over seniority for 5700 employees. Publishers threaten to shut operation if no agreement, while four other papers continue on a day to day basis. A sit in by 35 Morning Herald Tribune editorial staff occurred amid picket lines at 4 p.m.

2nd Lt. Dale Parrack, a 1962 Texas Tech graduate, recalls a Viet Cong attack that wounded him in the calf and thigh near An Khe. He spent a month recuperating and returned to battle 90 days later. Now on 30 day emergency leave he visits his ailing father at 4606 42nd St. in Lubbock and was honored at a reception hosted by Dr. and Mrs. Melville Monte. Parrack joined Monterey Baptist Church by proxy last year.
In rolling plains country rancher Bass Cald well famed for a booming voice scares off a suitor Dan Saunders seeking Hyacinth. After a blunt exchange Bass yells a line that becomes town legend as the couple returns to town to fanfare.
A former coal miner Marcel De Rudder, 65, implanted with a left-ventricle assist device at Methodist Hospital, shows improved reflexes but reduced kidney function. Doctors say the kidney issue may reverse and the pump remains functional while edema treatment proceeds. Doctors aim for the device to rest the heart and eventually take over pumping.
United Press International reports a week of heavy rain from New England to New Mexico. Texas saw up to 17 inches with over 1 million dollars in damage. 28 states affected. Floods delayed fire response to a fatal Arkansan blaze as storms pounded the region.
