Washington analysts expect only modest gains when U S and Soviet negotiators reopen strategic arms talks in May amid disputes over Vladivostok 1974 accords and definitions of air launched missiles. Carter touts optimism while Moscow rejects key concessions and deep reductions.
New York AP Warnke the U S arms negotiator warned on Face the Nation that failure to reach a Soviet U S arms limitation accord would trigger a new arms race He said the United States would face heavier spending on arms unless an effective agreement is reached and he remains optimistic a deal can be forged possibly at a Carter Brezhnev summit
Warnke says Cyrus Vance mission to Moscow to present the arms limitation plan was not a failure. Gromyko denounced the move as cheap and shady during a news conference. Warnke added that the United States offered new proposals and the Soviets must respond.
An administration official forecasts Congress will approve Carter’s no purchase required food stamp plan, though key farm committee leaders oppose it. The proposal would grant bonus stamps without any cash purchase, affecting millions of beneficiaries and potentially adding several million new recipients.
AMA says HEW list of top Medicare earners was 65 percent wrong after surveying 208 physicians. It found 14 of 16 top earners misidentified as solo practitioners or wrongly linked to Medicaid funds in 1975. AMA calls for apology and greater accuracy under the Freedom of Information Act.
