New battleship Kearsarge left the Brooklyn navy yard this morning bound for the Massachusetts coast for a final trial on a measured course. Reported sentinels with guns were seen in the gardens by Regis.
Major General Hunter and his staff sailed from Bombay for the Cape aboard a Devonshire regiment and a squadron of the Nineteenth Hussars.
The meeting focused on nominating candidates for Governor and other statewide offices and selecting delegates to the 1900 Democratic National Convention. Robert Treat Paine Jr. was expected to be the gubernatorial nominee with John Mack of North Adams in second, Paine a silver man and Chicago-platform supporter. The platform endorsed the last national convention, opposed McKinley Philippines policy, and proposed a plank disapproving Boston and Albany lease to New York Central. George Fred Williams chaired.
Mail advices from the steamer Empress of India describe the typhoon damage at the Bessenhein mines in Vancouver. Of 12,000 workers, 600 were killed. Canton reports Imperial Chinese troops failed to disperse the Saichai brigands and retaliated with extensive village destruction, including killings and mass executions of children and others.
General Joubert, Boer commander in chief, says the situation is serious and he expects heavy fighting on the Natal border. He predicts a British invasion into the Transvaal via the Vanreiman’s Pass as urgent messages urge massing at strategic points.
In Algiers on September 21, after dispersing crowds near the villa outside the town where Max Regis formerly mayor of Algigiers and described as a Jew-baiter had barricaded himself with followers, police kept a constant guard around the residence through the night amid total silence.
Cincinnati letters reveal a heated exchange between Edward Atkinson of Boston and Congressman W B Shattuc over publication issues and accusations of disloyalty. Shattuc accuses Atkinson of treasonous content while Atkinson defends patriotism and press rights in a Public Letters exchange from September.
Public schools report higher attendance, Abbot academy begins with more pupils, pastors return to pulpits, and mourners sympathize with English instructor Boynton over the loss of his wife Lucia Morrill. The Theological seminary opens with lectures delayed to allow council attendance. former residents President Tucker of Dartmouth and President Harris of Amherst slated to address.
The plan for Admiral Dewey’s New York reception is released. It lists a three day schedule starting Sept 28 with North Atlantic squadron movements, Olympia and city officials greeting Dewey, illuminated coastlines, a Sept 29 naval parade and fireworks, then Sept 30 city hall visits, a breakfast at Claremont, and a land parade featuring the navy and national guards, ending with final street processions.
Returns from the town public schools show 10 492 pupils registered with 4 656 in grammar, 4 543 in primary, and 436 in the high schools. The high school enrollment was 857 with multiple named schools and rooms added this term. Several teachers are on temporary assignments, and Putnam becomes the new manual training assistant.

Gov Wolcott appointed James O Otis of Malden as savings bank commissioner to succeed Mr Trefry with general satisfaction expected. The appointment awaits executive council confirmation but is viewed favorably. Otis was born in Kittery Maine.
An inquest into the death of Thomas McCaffrey, run down on the North Chelmeford tracks, heard Boston and Maine employees testify. Rumors of foul play were discussed but witnesses indicated the accident resulted from McCaffrey’s lack of care. resumption by Judge Hadley is expected in a few days.
Wednesday saw no arrests and one defendant before Hadley police court. Thomas Powers fined five dollars for unspecified offense. Napoleon Lanctot, a 46th regiment member, charged with larceny of a revolver, valued ten dollars, remained in custody on a 100 dollar bond and continued until Monday. H C Bee ill, unable to appear. Moses Lacourse case for non support placed on file. Dennis Leary and William Sears liquor charges continued to Tuesday, Sept. 26.
Mrs. M. G. Chase of 62 Nichols Street reports the unexplained disappearance of her husband, once proprietor of the restaurant at 11 Bridge Street known for selling "your own pot of beans." He sold the business about a week ago and has not been heard from since.
In Tyngsboro on September 20, Dr. G A Harlow residence hosted by Reverend William Brown. Daniel J O Shea wed Miss Nellie Louise Mores, both residents of Tyngsboro.
The French Republic enters its 30th year with an official Sept 5 1870 proclamation. Citizens are told the Republic is proclaimed and the country is in danger. Only three of the original founders remain Maguin Brisson and Rochefort among the survivors.
General John T. Sabin of the Pacific States Telephone Company and Charles J. Glidden of the Erie Telegraph and Telephone Company, accompanied by their spouses, sail from New York to Europe for an extended study trip. They will visit London Stockholm St. Petersburg Berlin Vienna and Paris to compare European and American telephone practices and potentially boost Lowell area service.
Miss Sadie M. Deane, who wrote on Traders' National Bank in today’s paper, won fourth prize in a contest judged by bank directors. A State Normal School graduate in the class of ’99, she shows marked talent for writing and promise as a teacher. Also in Lowell are Mr. and Mrs. John I. Sabin of San Francisco and Mr. E. D. Trowbridge of Detroit, with Sabin heading the Pacific Coast Telephone Co. and Trowbridge supervising long distance for the Erie system across several states.
