Increased pauper cases and reimbursements from other cities drive the need for funds. An extensive ordinance on building construction and inspection, introduced by Councilman Bean, will be printed to accelerate passage before year end.
An undated Mafeking dispatch reports heavy bombardment all week with a bold bayonet assault by Protectorate Regiment on entrenched Boers. Boers driven back with heavy losses. charge praised as gallant and determined. Tomorrow anticipated a general attack. shelling described as ineffective. few wounded. Provisions and water ample though fatigue noted.
The Courier-Journal reports Goebel with a one vote plurality in Kentucky in its late night statewide election table. Harrison county adds 183 votes as two Taylor precincts are dismissed. Taylor holds a 3184 plurality.
Maunch Chunk Pa November 15 Charles has joined the Boer forces and serves as a lieutenant under General Joubert. He helps besiege Ladysmith and recently wrote home predicting a Boer victory over the British. He previously served in the regular army during the SpanishAmerican War.
A gang in Kowloon China kidnapped a seven year old boy and demanded a ransom his father could not pay. When met with refusal the abductors sent the boy’s body home in a jar of brine. Police say the assailants remain at large.
The New York schooner J. P. Johnson arrived with the crew of the water-logged vessel Alfaretta S. Snare after abandoning ship 70 miles east of Cape Cod. The Snare, built in Bath in 1888, was sinking and leaking when she was abandoned.
Town man Jules C. Richards of Waterloo Ia appointed by Congressman Henderson to be private secretary succeeding Amos L. Allen Reed's secretary who was elected to Congress.
The U S Cartridge Co completed its major government contract and began operating on three quarters time. The reduction is described as temporary after steady work for over a year and a half since the Spanish American War, reflecting wartime labor adjustments.
In Hadley police court this morning Nellie Washburn was fined six months to the work house for vagrancy. A quartet of Greeks were fined ten dollars each for assault on Constable Bradley. Mary Latour was found guilty of assault and battery and the case continued to November 25.
Andrew Carnegie wrote the Louisville Polytechnic Library society offering 125000 dollars for a building. The city would pay 10000 dollars a year for running expenses and the purchase of books. Indications from Boston note rain and warmer weather with a forecast for Massachusetts.
The National Association of Postmasters held its first regular session in Washington. Presiding officer is B F Dickerson of Detroit. After a formal session, Postmaster General Smith addressed the group and members were later received by President McKinley at the White House.
Superintendent Davis is asked to deploy a number of Boston officers tonight to help maintain order and prevent repeating in Democratic caucuses. A delegation will go down, and similar requests have been made to police in several cities.
The Democratic city convention in Associate hall renominated Hon. Jeremiah Crowley for mayor and named Andrew E. Barrett for purchasing agent by acclamation. Aldermen nominees include Ward 1 William W. Boardman and Ward 2 John J. Sullivan among others. The gathering featured heated exchanges led by Oliver A. Libby, but the slate won unanimous posturing after a disciplined convention, with James W. Barry elected temporary secretary and John J. Hogan chair. CONTINUED ON PAGE SIX.
The Tremont and Suffolk tax case dominated yesterday's session with cross examination of Mr Whitham over steam and water power costs. City solicitor pressed for key witness Mills and his assistant, who frequently skip town when the case recurs. J Hubbard Shedd testified on hydraulics, power development trends, and valued Tremont Suffolk water power at 681,513.41 as of May 1, 1897.

Joseph Heroux, a 34 year old carpenter from 323 Perkins street, left home after warning he would throw himself into the river. His disappearance was reported to police, with neighbors and relatives in Lawrence contacted, and his wife and three children left facing hardship as investigators search for him.
