Salary of Police Board Clerk Confirmed by Committee Vote

The salary action cites January 9 1902 vote authorizing the committee on accounts chair to approve payrolls for the board of police. The 1902 salary order sets clerical pay under city council rules with appropriations for departments. The committee on appropriations set 1500 for the clerk and the council ratified it in the annual appropriation order. Barton says his approval followed the January 9 vote and that exceeding any sub division would be improper. Pickering argues matters outside regular chairman duties should go to the committee for action and stresses the board of police was to operate free from city government control.
