Cairo Illinois March 30 only two of the sixty aboard the steamer Rowena Lee escaped when it sank in the Mississippi near Tyler Missouri. The disaster is described as the worst river catastrophe in a century with half the victims being negro deck hands. The owners have faced recent bad luck.
The president debates appointments for the Czar's disarmament congress at The Hague on May 8. Possible delegates include Olney, John B Moore, Archbishop Ireland, Charlemagne Tower, with Sir Julian Pounceforte likely to be one British representative.
The western lines out of St Louis are asked to bid to transport a battery of artillery, 100 men with equipment from Jefferson Barracks to San Francisco for the voyage to Manila. The bid notice, dated March 30, requests the lowest rate and covers transit from Jefferson Barracks to the Pacific port for shipment to the Philippines.
The Union League art committee has commissioned Cleveland artist George Pexioto to paint a portrait of McKinley. Pexioto is a pupil of Pohle and Munkacsy. The work is slated for exhibition in Chicago on March 30.
The transport Meade sailed this morning for Matanzas to return the Eighth Massachusetts regiment to Boston for muster out.

Three drunks faced Judge Hadley this morning with fines of 1, 3 and 5 dollars for Davenport Brooks and Laurier. Fontaine pleaded guilty to drunkenness and larceny of a bicycle and was sentenced to the Massachusetts reformatory. Kirkorian’s threatening charge was dismissed. Tartley pleaded guilty to larcery for stealing cloth and yarn from the Mills and was fined 20 dollars. Nannis was found not guilty of breaking glass.
Louis H. Lemerise formerly of Lowell facing disbarment in St. Johnsbury Vermont filed his answer with the county clerk. He denies unprofessional conduct and claims he was to receive half of $400 but got only $63 in each case.

In Brandon two men, Robert Lynch and Robert Finch, were shot and killed after attempting to “run the town.” In Dallas Oklahoma March 29, Constable Hoakes confronted them as they resisted arrest. The gunfight left Lynch and Finch dead amid lingering smoke and disorder.

Joseph Lachance, a prisoner at the Lowell jail, escaped yesterday morning by jumping over the wall. He was captured two or three hours later in a cellar by a house occupant, and a jail officer brought him back without resistance. Lachance, on bonds to keep the peace, was jailed on March 14 for six months for failure to furnish security and faces an additional sentence for attempting to escape.
Michael Burns of 10 Floyd Street was taken to St. John's Hospital at 10 20 this forenoon by ambulance after fracturing the tibia in his right leg.
The Tremont and Suffolk tax dispute resumed before Commissioner Lord at the city courthouse. Witness Clifton P. Baker for the petitioner described the Lawrence mill sale, advertising costs, and unanimous director votes while details of records and directorships remained contested. Captain Manning, recalled for cross examination, discussed trial vs regular speeds and the economics of water versus steam power for mills.

Michael Hoar, 80, a prominent Irish American figure in the city, died at home on Lewis Street. Born in Dingle Ireland, he studied at Tralee’s Laymooth college, traveled widely, and was among 1849 Colorado pioneers. He served in the American navy and ran a Cutter Street grocery before retiring eight years ago. He leaves a widow and two grandchildren, and was father to the late Dr. Wm. M Hoar. Several New York visits include Astor J Faulkner Hemenway Hill F W Qua and others. Mrs Anna J Loughlin and Mike T Clark of High street are in York for Easter.
