In Boston, March 18, the State board of arbitration met Clyde steamship line officials to settle lingering discontent among longshoremen after last week's strike. A few workers were briefly reassigned, triggering small disturbances. Arbitrators moved to resolve the issue promptly to prevent wider unrest.
A Rome despatch reported by the Tribune says Monsignor Falconi is now confirmed as the top candidate to succeed Monsignor Martinelli as apostolic delegate in Washington. The Pope, meeting Archbishop L. N. Begin of Quebec, indicated Ottawa’s delegate will depart but remain in the Western Hemisphere, moving to Washington.
New York dispatch reports Lord Wolseley joined Sir Donald Currie’s South Africa voyage after a chance encounter. The trip, taken on 48 hours notice, aims to brief him on the campaign and possibly meet Lord Kitchener for more insights into the operations.
Hoy, the deaf mute center fielder, who played two seasons with Comiskey’s champion ship teams in the American Association and Western League, remains unsigned for the coming season. The note asks access for Brazilian military attaches to study latest warfare progress in several establishments.
In Filiata a band of about 200 Albanians attacked the town. Several men were killed or wounded on both sides. Reinforcements from Yanina showed insubordination due to arrears in pay. No Christians were involved in the outbreak.
Miss Mabel Bragg, famed storyteller, will present an Evening of Stories in the vestry of Kirk Street Church tomorrow night. Flower committee members will hold a candy and lemonade sale during the event.
Emperor William departed Brunsbuettel at 8 15 am aboard the battleship Kaiser Wilhelm II to meet Admiral Prince Henry of Prussia at Cuxhaven. The steamer Deutschland with Prince Henry and his suite was due off Cuxhaven about 7 pm, the seaport town near the Elbe delivering the channel to Hamburg.
New York reports a Berlin correspondent notes growing talk about Prince Henry's voyage and its practical outcomes. Germans want America to reciprocate. The sober press calls him a democratic prince and accuses him of bluffs, while Americans pride themselves on not being bluffed but admit Prince Henry deceived friends and hosts.
Ottawa March 18 Hon W S Fielding minister of finance announced his annual statement showing a last year surplus of 5 648 000 and an estimated 65 000 000 in expenditures this year. He warned the public debt would need an extra 6 000 000. Machinery for beet root sugar manufacture will be admitted free until April 1908. Opposition leader L I Borden proposed an amendment to increase tariff protection for Canadian industries.
Dr T Tayloe and his family were poisoned with arsenic in coffee and hash by James Walker a driver who had threatened the nurse. Rat poison found on Walker after arrest. All victims gravely ill but aided in time. Walker confessed though claiming the nurse provoked him. Governor Aycock granted troops to guard him.
London reports the British battleship Revenge on her recent Irish coast cruise was equipped with wireless telegraphy and picked up private Marconigrams between mail steamers and shore. The admiralty plans an Atlantic test to gauge Marconi's syntonic system.
President B F Yoakum of the St Louis and San Francisco Railroad in Los Angeles signals plans to build to the Pacific coast with San Francisco as the terminus. He tours Southern Arizona to pick a route and confirms survey work east of Albuquerque toward extending the Oklahoma and Western property. The aim is a transcontinental line from Savannah to San Francisco.
Shamokin Pa March 18 A majority of delegates from districts 1 7 and 9 arrive for the United Mine Workers convention in Shamokin. National leaders Mitchell and Wilson expected. District 1's stance could push a strike. 144000 anthracite workers with 98 percent UMWA members. Closed session will handle key reports on disputes with operators and union finances total about 400000 in three districts treasuries.
Vancouver reports from Dawson City quote U S Consul Saylor stating there is no truth to rumors of a mass exodus or business panic. He notes the winter departure rate matches prior years and local merchants retain confidence in Dawson's future.
Supreme court in Helena has directed Judge B E W Harney of Silver Bow to explain his handling of the Minnie Healy case. The writ requires Harney to show cause why he did not rule on the motion for a new trial and to clarify the timing of the order striking affidavits reflecting on his motives as a judge.
About 100 members of the Lowell Ep worth Union visited Nashua Monday evening and were guests of the Main Street Methodist church league. Two special cars were chartered and the young people were accompanied by Revs. George H. Clark J. F. Allen and G. M. Smiley. A programme of musical and literary selections was given by the Nashua league and there was speaking by the ministers. A collation followed.

Gillow, trial set for Friday. Laing, Spanish War veteran, from Newton, and John Monahan of Lawrence’s Use Less Society also jailed for 10 days.
The Lowell court fined and sentenced numerous individuals including Joseph Tebeau of Quebec City who plans to live in Lowell, and William Morrissey George Tully Robert Candler and James Smith who each received a $2 fine. Other cases include George Rodden paying $6, Annie Connolly and Maggie McCue facing jail time and suspensions, and Annie Beany with a four month sentence suspended six months. John Shinnick paid a $2 fine and Frank Read went to jail for 10 days.
Boston on March 18 Helen Weston died after being found in her Temple street home under morphine influence. Police investigation targets her husband Walter S. Weston who was also affected when a doctor arrived. The husband was not seriously affected.
David Belasco theatrical manager was severely injured at the Criterion in New York when a heavy scenery border fell during a street scene. He was struck on the right side of the head as the curtain held for ten minutes for a doctor to treat the wound before he was sent home.
New York reports Mrs Eloff wife of Kruger's private secretary sailed for South Africa on Saturday. Her husband intends to follow.Observers in The Hague think Eloff may carry letters from Kruger that could influence peace efforts. Negotiations seen as ongoing and peace likely closer than publicly presumed.
The division of insular affairs of the War Department reports Cuba’s January 1902 customs revenue at 1,401,717 dollars, up 441,280 from January 1899, up 285,275 from 1901, and down 25,788 from 1900, indicating gains in the early postwar period.
