City hall debates a veto on an order demanding a list of tax delinquents from the treasurer. The plan would delay work, require extra clerks, and may be blocked as treasurer cannot move books. Committee delays stem from refusal to view books in the treasurer's office.
Paris dispatch reports Humanite printing two letters allegedly from Georges Gapon urging rebellion against Nicholas II. One letter to the czar warns of bloodshed and declares fate of the throne, the other to the Russian people calls for armed insurrection and revenge. Letters dated February 20 with unknown sending place. Gapon believed in Switzerland. Russian embassy may prosecute circulators.
Chicago, March 1. John J. Mayberry longtime secretary of the Equitable Fire and Marine Insurance Company of Providence is charged with embezzling 5702. He admitted his books are jumbled after a trip to Providence and an unsuccessful attempt to explain the condition. Mayberry was arrested on his return to Chicago following his delayed journey via Baltimore arranged by Samuel G. Howe home secretary of the company.
The Weckerlin brewery in New Orleans was destroyed by fire last night. Logs valued at about $200,000 were lost in the blaze.
Company C Sixth regiment M V M leaves for Washington on 3.10 train to participate in the inaugural parade with Captain Colby T. Kittredge acting major of third battalion Massachusetts regiment to provide right of line. Detachments include non commissioned officers and privates listed with accompanying civilians. Return planned early next week.

Tokio dispatch reports fierce hand to hand combat after enemy infantry surrounded our outposts near the railroad. Our detachment repulsed the assault by 3 am, leaving 60 dead and taking some prisoners and spoils. Small enemy detachments at Wan chiayuantzu, Sanchlatzu and Lapatatzu were repulsed.
Tokio March 1 The minister of war Lieut Gen Terauchi told prefectural governors to treat Russian prisoners with utmost care and kindness while keeping vigilance. He condemned false reports by Japanese enemies seeking pretexts to accuse abuse of prisoners.
In Louisville dated March 1 two Knoxville division freight trains on the Louisville and Nashville railroad collided near Lebanon Junction Kentucky. Fireman Judson Anderson and Brakeman Charles Morgan were killed and Engineer William Ryan was injured in the wreck.
Chicago March 1 Assistant County Attorney Louis B Anderson fired at two men attempting to rob him early today fatally wounding one, a Negro. The incident occurred as he reached for his overcoat pockets.
Supt. Moffatt will lecture on fingerprint classification for the Massachusetts Association of Police Chiefs during their quarterly meeting at Lowell. After the talk a fingerprint exhibition will be shown in the guard room with enlarged prints projected on a screen, and about 25 chiefs will attend the dinner at American House, the first time the association meets in Lowell.

Worcester March 1 A car of the Shore division of the Worcester Consolidated street railway jumped the tracks as it entered the city and pitched over an embankment turning on its side. Four passengers and the crew escaped serious injury though all were badly bruised. Mrs G N Rice suffered a broken nose and nervous shock and is in serious condition. The crash also broke a telegraph pole which likely prevented a more severe overturn.
