Bowen Loomis affair ends with Bowen dismissed
President Roosevelt dismissed Herbert W. Bowen, former United States minister to Venezuela, and exonerated Assistant Secretary of State Francis B. Loomis in the Loomis Bowen controversy. The action follows Taft’s findings and a detailed president letter condemning Bowen’s conduct as “reprehensible” and unfit for service.
