Neosho Missouri residents learn Elmer Lewis son of James Lewis of the city. He fled with cousin Lulu Hunter days before being lynched over the Wichita bank robbery. Though never arrested, he earned a lawless persona. His father a master mechanic previously tied to a robbery case. Burial to be held with decency.
Washington February 28 The Postmaster General has modified the 1893 order excluding cholera germs from the mails now allowing transmission to U S or municipal laboratories when the contents are properly sealed in packages.
Philadelphia February 28 The court returned a sealed verdict of guilty against Capt Wilberg Mate Patterson and Second Mate Johnson after an eight hour jury deliberation. They were tried for breaking United States neutrality laws by sailing the steamer Horsa with Cuban filibusters aboard.
It was announced this morning at the International Steamship company office that the American Line Steamship Paris would travel to Philadelphia for an engine overhaul. It was denied that she would be placed in dry dock.
Juan P. Veituga a Spanish merchant was arrested in Juanito Mexico for a bank robbery in Spain ten years ago in which he obtained $40 000 and then fled. He had traveled through the United States and other countries since.
A Huntington West Virginia report claims Scott Jackson on trial for Pearl Bryan murder says the supposed victim is alive and will be produced at the proper time. The assertion comes from Jacksons attorney amid sensational developments in the case filed in Chicago.

The Republican state committee instructs the local city committee to hold caucuses for delegates to the state convention on the new ward lines not the old. One delegate at large per ward increases delegates by three. The city will total 52 delegates. The caucus date is not set by the state committee.
County commissioners inspected the Hamilton storehouse site to review a ground request for a railroad crossing across Jackson street. The plan would let trains pass the storehouse area, with variable daily traffic. The commissioners are considering the matter.
The Boulevard driven wells began operating Wednesday afternoon and discharged five million gallons of water into Beaver brook. Today five million gallons are being pumped into the reservoir, with plans to reduce the quantity soon.

Adams visits Wal tham at daughter’s home. Mitten court martial judges met. decision submitted to adjutant general, not yet public.
The House Foreign Affairs Committee reported a resolution recognizing Cuban belligerency and urging U S neutrality between Spain and Cuba while offering to use good offices for a peaceful settlement. The measure prompted cheers but sparked concern it could lead to war. A rival attempt to delay faced strong opposition from Rep Boutelle.

Jefferson Missouri February 28 Judge P H Jewett aged 73 died this morning after a long career in law. He served many years as judge of probate and eight years as judge of common pleas, leaving a mark on local jurisprudence and the community.
The Middlesex county Woman's Christian Temperance Union met at Mystic Congregational church Medford. Mrs E Trask Hill presided in Abbie Rolfe's absence and introduced Mrs E M Allen who led prayer. Rev Barstow and Rev Clancy spoke briefed. Treasurer Alfred Boynton reported 418.23 receipts 406.75 expenditures leaving 11.48 balance. Officers elected included J W Saxe secretary and numerous superintendents across temperance work. A Ys secretary Mrs Horatio G Beabody noted. Mayor Baxter Perry sent a letter of regrets and the convention voted to reply in sympathy.
The Board of Overseers of the Poor drew two year terms for Holgate Mahoney Ela Gilbride and one year terms for Donahoe Kimball McKinley Williams Fletcher. They debated coal in the woodyard and approved land purchase talks on three acres from F W Jenness while eyeing steady customers and a wood program.
At a directors meeting Fred H. Ela was elected cashier and Geo E. King named assistant cashier. Ela has 15 years at the bank and fills the position left by the death of E K Perley. King, in the bank 12 years, assumes a new post.

George F Kennett’s supporters contended for church membership rights amid objections by the prudential committee. The petition seeks to grant pew renters full society rights, arguing taxation without representation and church governance should align with ancestral precedent.
In Lowell proceedings Charles W. Durant testifies he provided a proposed member list to the prudential committee chairman and notes the first warrant lacked names. William P. Martin recalls being told the second warrant contained more names and that all applicants had been added.
